That actually applies to almost every ship, in a lesser degree to Defiant. Bridge is always on the top of a saucer and in case of the original 1701 it's really sticking out. I can understand from aesthetics point of view, that's where the bridge should be because of the view it provides. However, they don't use windows in ST to look outside. Every view screen is basically a video feed from outside of the ship. Moving a bridge in the middle of the ship would make absolutely no difference when it comes to operations. Having bridge in such an open space is like playing with fire. If your shields go down, you're wide open to enemy attacks. One good shot and your whole upper command is gone. In fact I don't know how they never had hull breaches on a bridge, but plenty in other areas of a ship.
