How much did it cost to use the Stargate once? (in Milky Way/Pegasus and SGU galaxies)

I read somewhere that is costs $7.4 billion to run the Stargate program, but it doesn't specify if thats based on Earth or not.

General Hammond says in Politics that is costs a billion dollars just to turn on the lights.Same link also doesn't say if the $7.4 billion is per day/week/month/year, but this link says its per year

I was really wonder how much it costs every time the stargate is used. In SGA and SGU they're not on earth, so they wouldn't have to rely on the electrical grid (Im not 1005 sure what the source of the power in the SGC is, but I think its off the 'regular grid people use everywhere'), which would make it different- wouldnt it?
